KKR’s Cue developed surveillance technology in 2020 jointly with the government-owned Video National Engineering Laboratory (Zhuhai) Innovation Center 视频国家工程实验室(珠海)创新中心 (“Zhuhai Innovation Center”), according to a Cue website posting dated 4/2/2020. Additionally, Cue CEO Shi Kan’s personal company Zhuhai Zhongdun jointly developed surveillance technology with the Zhuhai Innovation Center in 2018 and 2019.
“As a representative of strategic partners, Mr. Shi Kan, the President of Zhuhai Zhongdun Star Technology Co., Ltd., attended the opening ceremony of the Zhuhai Innovation Center and participated in the special symposium,” according to tech.Chinadaily.com.[1]
The Zhuhai Innovation Center was formed by NELIVA, the National Engineering Laboratory for Intelligent Video Analysis and Application, which is run by the Chinese government’s First Research Institute of the Ministry of Public Security 公安部第一研究所 (“First Research Institute”).
According to its website, Zhuhai Innovation Center is a regional video engineering laboratory developing video surveillance systems:
“The direction of the research at the Zhuhai Innovation Center includes: combine the laboratory’s video intelligence analytics and share the comprehensive application platform on security, conduct research on the safety, stable transmission and application of the installation of moving video surveillance system in the sky, on the ground and under the water; use places such as the key government agencies, large-scale event venues, schools and hospitals as the starting locations, and use personal identification verification equipment, facial recognition equipment, visitor equipment and security equipment as the basic settings, conduct research on the multi-dimensional AI video data collections and analytics, and related equipment, system and platform for people and traffic flow controls.”[2]

Based in Zhuhai, its jurisdiction includes Guangdong, Hong Kong and Macao, and it states a purpose to “build a three dimensional ‘Jinwan Model’ for social prevention and control, establish a model for social governance in the Guangdong-Hong Kong-Macao Greater Bay Area.”[3]
